Our Story
Who we are
Our story is based on a legacy of apprenticeship and professional continuity that began with the founding of the firm by the late Advocate Yoram Kaplan in 1968, and the instillation of an infrastructure of excellence that has been passed down from generation to generation. The current head of the firm, Advocate Daniel Alon, began his professional career at the firm as an intern for Advocate Kaplan, and the managing partner at the firm, Advocate Ella Gur, joined the firm in 1997 as an intern. This unique lineage ensures the pursuit of professional and personal commitment, integrity, and excellence that has characterized the firm for almost sixty years.
Daniel Alon, Adv.
Advocate, Head of Office & Managing Partner
Joined the firm as an intern in 1974. Adv. Alon has been the head of the firm since 2004 and heads the civil and commercial law and corporate law areas of the firm, providing long-term legal advice to entrepreneurs, commercial corporations and non-profit organizations. He previously served as an Adjudicator in the Disciplinary Court (regional and national) of the Israel Bar Association and as a member of the Authority of the Securities Authority for two terms. Main Expertise: Business and commercial law field, corporate law, real-estate and property law, NPOs and litigation.
Ella Gur, Adv.
Advocate & Mediator, Managing Partner
Joined the firm as an intern in 1997. Managing partner since 2004 and heads the tender law, public & administrative law and labor law practice. Adv. Gur is one of Israel's leading lawyers in the field of tender law, bringing with her a wealth of experience in the fields of public and administrative law and labor law. A certified mediator and lecturer in academic and professional forums.
Meirav Knoller, Adv.
Adv. Knoller specializes in the fields of administrative & public law and tender law & serves as a permanent legal advisor to statutory corporations and other corporations, and deals with ongoing & occasional legal support of commercial engagements in administrative authorities & tourist organizations. Among other things, Adv. Knoller specializes in drafting tenders, writing legal opinions in the field of tenders, supporting bidders in submitting bids in public and private tenders, representing tender organizers & tender participants in administrative petitions & other legal proceedings, as well as in civil litigation before courts of all levels. She joined the firm in 2011 as an associate partner.
Hilal Agbaria, Adv.
Adv. Agbaria has special expertise and extensive experience in the field of real estate law, and heads the firm's real estate law practice. Adv. Agbaria provides ongoing and occasional legal advice in the field to the firm's clients, corporations and individuals, and provides legal support for complex & diverse real estate transactions, tax planning and real estate taxation. He has unique expertise in the field of real estate liens and has extensive experience in litigation before Israeli civil courts at all levels. Adv. Agbaria coordinates the firm's relationship with authorities and organizations in the Arab sector and with the Arab population in Israel. joined the firm in 2000.
Tamar Paz-Te'eny, Adv.
Adv. Paz-Te'eny has special expertise and rich experience in the fields of telecommunications, administrative law & tender law, as well as in the field of civil law, with an emphasis on labor law. Adv, Paz-Te'eny provides ongoing & occasional legal advice to the firm's clients, corporations & individuals, in these fields, and in litigation before labor courts, civil courts in Israel at all levels, and in representing the firm's clients before state authorities. She joined the firm in 2017.
Rotem Heller, Adv.
Adv. Heller has extensive knowledge and experience in the field of tender law, and is engaged in providing legal advice to the firm's clients in this field, including government companies, statutory corporations and local authorities. Main expertise: tender law. Adv. Heller joined the firm in 2024.
Hadas Ferber-Almogy, Adv.
Adv. Farber-Almogi has extensive experience in various issues related to state work. She is knowledgeable in government work processes, and has deep familiarity and extensive knowledge of budgeting procedures in government ministries, state budget support, and government tenders. The professional experience she acquired working in government ministries allows her to provide in-depth legal advice to the firm's clients, and to effectively represent the needs of clients with government ministries and local governments, particularly on issues related to state support for nonprofits and government tenders. She joined the firm in 2025.

Founding of the Firm
The firm (under its original name) was founded in Jerusalem by the late Advocate Yoram Kaplan.

Ramat Gan
The head office in Jerusalem is relocating to the stock exchange complex in Ramat Gan, and the Jerusalem office continues to operate as a branch of the head office.
